January 6, 2025 Amendments have been made to the law on the rules for awarding academic degrees. The main changes concern the use of artificial intelligence in the writing of scientific dissertations. In this article, we will detail the updates and their impact on the scientific community.

Significant amendments have been made to the law regarding the use of AI in scientific dissertations. We'll explain when AI use is prohibited, when it's permitted, and how to properly use technology to avoid problems during the defense.

All changes are divided into three categories:

  • Allowed;

  • Not allowed;

  • Additional information.

Allowed

The use of artificial intelligence is permitted for statistical sampling of variable data.

The author's use of artificial intelligence technologies in preparing a dissertation is permitted with the prior approval of domestic and foreign scientific consultants, as well as members of the ethics committee of the OVPO in which the dissertation work was completed.

What does this mean:

This means that the use of AI in scientific dissertations is permitted for processing statistical data, collecting information, and other auxiliary tasks. However, the use of AI in dissertation writing must be approved in advance by national advisors and members of the Ethics Committee of the Russian Academy of Professional Education.

Not allowed

  • Dissertation writing using AI. When using artificial intelligence technologies to prepare a dissertation, the author must formulate its scientific results, propositions, recommendations, and conclusions independently. The use of artificial intelligence technology without proper citation is prohibited.

  • Reducing plagiarism with AI. The use of technical means and techniques, including artificial intelligence technologies, for the purpose of reducing or eliminating the possibility of detecting plagiarism is prohibited.

  • When conducting empirical research, the use of AI in relation to children under 13 years of age is not permitted.

  • The use of artificial intelligence technologies is not permitted when writing works marked "DSP" and "Confidential".

What does this mean:

This means that it is prohibited to use AI for:

  • Writing the dissertation text.

  • Development of the study itself.

  • Artificial reduction of the level of plagiarism.

  • Preparation of scientific papers classified as “secret” in any form.

Additional information

  • The author of the dissertation must comply with the principles specified in paragraph 5 of these Rules, as well as the ethical standards of the OVPO when using artificial intelligence technologies in the dissertation work.

  • The author is obligated to disclose the use of AI technologies by providing a reference to them, formatted in accordance with the requirements of paragraph 5 of these Rules and the relevant OVPO rules. The reference must indicate at what stages of the research and how the technology was applied, as well as describe the methods for verifying the accuracy of the obtained data.

  • The absence of information about the use of AI in the dissertation confirms that the author did not use artificial intelligence technologies.

  • Dissertation authors must adhere to the principles of reliable, safe and ethical use of information obtained using artificial intelligence technologies.

  • OVPO independently develop and approve rules for the application of artificial intelligence technologies in the preparation of dissertations, taking into account the specific areas of training for personnel with higher and postgraduate education.
