New changes to the law on obtaining scientific degrees in 2025
Introduction
January 6, 2025 Amendments were made to the law on the rules for awarding scientific degrees. The main changes concern the use of artificial intelligence in writing scientific dissertations. In this article, we will discuss in detail the updates and their impact on the scientific community.
The law has been significantly amended regarding the use of AI in scientific dissertations. We will tell you in which cases the use of AI is prohibited, when it is permissible, and how to correctly use the technology to avoid problems during defense.

Allowed
The use of artificial intelligence is permitted for statistical sampling of variable data.
The author's use of artificial intelligence technologies in preparing a dissertation is permitted with the prior approval of domestic and foreign scientific consultants, as well as members of the Ethics Committee of the OVPO in which the dissertation work was completed.
What does this mean:
This means that the use of AI in scientific dissertations is permitted for processing statistical data, collecting information and other auxiliary tasks. However, the use of AI in writing a dissertation must be approved in advance by domestic consultants and members of the Ethics Committee of the OVPO.
Not allowed
Dissertation writing with AI. When using artificial intelligence technologies to prepare a dissertation, its scientific results, provisions, recommendations and conclusions must be formulated by the author independently. The use of artificial intelligence technology without an appropriate reference to it is prohibited.
Reducing Plagiarism with AI. The use of technical means and techniques, including artificial intelligence technologies, for the purpose of reducing or eliminating the possibility of detecting plagiarism is not permitted.
When conducting empirical research, the use of AI in relation to children under 13 years of age is not permitted.
The use of artificial intelligence technologies is not permitted when writing works marked “DSP” and “secret”.
What does this mean:
This means that it is prohibited to use AI for:
Writing the dissertation text.
Development of the research itself.
Artificial reduction of the level of plagiarism.
Preparation of scientific papers with the “secret” stamp in any form.
Additional information
The author of the dissertation must comply with the principles specified in paragraph 5 of these Rules, as well as the ethical standards of the OVPO when using artificial intelligence technologies in the dissertation work.
The author is obliged to inform about the use of AI technologies by means of a reference to them, designed in accordance with the requirements of paragraph 5 of these Rules and the relevant rules of the OVPO. The reference must indicate at what stages of the research and how the technology was applied, as well as describe the methods for verifying the reliability of the data obtained.
The lack of information about the use of AI in the dissertation confirms that the author did not use artificial intelligence technologies.
Authors of dissertations must adhere to the principles of reliable, safe and ethical use of information obtained using artificial intelligence technologies.
OVPO independently develop and approve rules for the application of artificial intelligence technologies in the preparation of dissertations, taking into account the specifics of the areas of training personnel with higher and postgraduate education.
