You used AI\u2014for data processing, editing, and source research. You didn\u2019t mention it. You submitted it for review. <strong>What happens next?<\/strong><\/p><p class=\"font-claude-response-body break-words whitespace-normal\">In Kazakhstan, a specific policy has been in effect since January 2025: the use of AI in a dissertation without disclosure constitutes a violation of academic integrity. The consequence is denial of the academic degree, with no right to a re-defense. No warning, no opportunity to revise. It is, quite simply, a rejection.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\">This article presents only the facts: what regulations are in effect, how the verification system works, what penalties are provided for under the regulations of the Committee on Science, Education, Culture, Sports, and Youth Affairs of the Ministry of National Education and Science of the Republic of Kazakhstan, and where the line is drawn between permitted and prohibited use of AI in dissertations in Kazakhstan.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-24c5271 e-flex e-con-boxed e-con e-parent\" data-id=\"24c5271\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-94bd23d elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"94bd23d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-9f9a6be e-flex e-con-boxed e-con e-parent\" data-id=\"9f9a6be\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-5259605 elementor-widget elementor-widget-heading\" data-id=\"5259605\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What is this law, and how does it relate to dissertations?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-938e061 e-flex e-con-boxed e-con e-parent\" data-id=\"938e061\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-0021617 elementor-widget elementor-widget-text-editor\" data-id=\"0021617\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"font-claude-response-body break-words whitespace-normal translation-block\">On November 17, 2025, the President of Kazakhstan signed <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/adilet.zan.kz\/rus\/docs\/Z2500000230\" target=\"_blank\" rel=\"noopener\">Law of the Republic of Kazakhstan No. 230-VIII \u00abOn Artificial Intelligence\u00bb<\/a>\u2014the first law of its kind in Central Asia. It entered into force on January 18, 2026.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\">The law establishes a general legal framework: transparency, accountability, and mandatory labeling of AI-generated content. Article 21 stipulates that synthetic outputs generated by AI systems may be distributed only if they are labeled as such. Article 23 clarifies that works created using AI are protected by copyright only if they involve human creative input.<\/p><p class=\"font-claude-response-body break-words whitespace-normal translation-block\">However, for doctoral students <strong>, the primary regulatory authority is not Law No. 230-VIII <\/strong> itself, but rather two orders issued by the Ministry of Higher Education and Science of the Republic of Kazakhstan:<\/p><ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\"><li class=\"font-claude-response-body whitespace-normal break-words pl-2 translation-block\"><strong>Order No. 127<\/strong> (as amended on January 6, 2025; effective January 25, 2025) \u2014 \u00abRules for the Awarding of Degrees.\u00bb This document sets forth specific guidelines regarding the use of AI in dissertations and penalties for violations;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2 translation-block\"><strong>Order No. 421 of the Ministry of Higher Education and Science of the Republic of Kazakhstan<\/strong> dated August 20, 2025\u2014tightened controls and stipulated that AI checks must be conducted on par with plagiarism checks.<\/li><\/ul><p class=\"font-claude-response-body break-words whitespace-normal\">Together, these three documents form the system through which every doctoral dissertation in Kazakhstan must pass.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-a858270 e-flex e-con-boxed e-con e-parent\" data-id=\"a858270\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-c1b1bd4 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"c1b1bd4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What exactly constitutes a violation\u2014and where is the line drawn?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-37d9796 e-flex e-con-boxed e-con e-parent\" data-id=\"37d9796\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-44f4052 elementor-widget elementor-widget-text-editor\" data-id=\"44f4052\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"font-claude-response-body break-words whitespace-normal\">Paragraph 5 of the Rules for the Awarding of Degrees (Order No. 127, 2025 edition) explicitly includes the following in the definition of academic dishonesty:<\/p><p class=\"font-claude-response-body break-words whitespace-normal\">\u00abThe use of artificial intelligence technology without a reference to it that specifies the name, manufacturer (copyright holder), version, and date of access and\/or use\u00bb<\/p><p class=\"font-claude-response-body break-words whitespace-normal translation-block\">It is specifically prohibited to use AI <strong> to reduce or eliminate the possibility of plagiarism detection <\/strong>\u2014that is, to run someone else\u2019s text through AI to \u00abcover one\u2019s tracks.\u00bb This is a separate violation, unrelated to the first one.<\/p><h4 class=\"text-text-100 mt-2 -mb-1 text-base font-bold\">What Is Allowed and What Is Prohibited<\/h4><p class=\"font-claude-response-body break-words whitespace-normal\">Order No. 421 of the Ministry of National Education and Science of the Republic of Kazakhstan established a list of permissible uses of AI\u2014but only subject to disclosure and prior approval:<\/p><p class=\"font-claude-response-body break-words whitespace-normal\"><strong>Permitted (with a required citation and approval from advisors):<\/strong><\/p><ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\"><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">statistical processing and analysis of large datasets;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">building statistical models;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">identifying patterns in data;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">processing questionnaires and surveys;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">Working with open-access databases\u2014Scopus, PubMed, and others.<\/li><\/ul><p class=\"font-claude-response-body break-words whitespace-normal\"><strong>The following is strictly prohibited:<\/strong><\/p><ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\"><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">formulating scientific hypotheses, conclusions, and recommendations;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">writing significant sections of the dissertation\u2014the introduction, conclusion, and research findings;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">using AI to \u00abclean up\u00bb text by removing traces of plagiarism;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">the use of AI in classified work (classified as \u00abDSP\u00bb or \u00abConfidential\u00bb);<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">The use of AI in empirical studies involving children under 13 years of age.<\/li><\/ul><p class=\"font-claude-response-body break-words whitespace-normal\">Key wording of the rule: \u00abScientific results, propositions, recommendations, and conclusions must be formulated by the author independently.\u00bb.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\">Section 5-2 of the Rules adds an important condition: even when the use of AI is permitted, prior written approval is required from domestic and international scientific advisors and members of the higher education institution\u2019s ethics committee. This is not just theory: in April 2022, the KOKSNVO issued <a href=\"https:\/\/prg.kz\/document\/?doc_id=35657301\" target=\"_blank\" rel=\"noopener\">Order No. 153 \u00abOn the Denial of a PhD Degree\u00bb<\/a>, and in January 2023\u2014<a href=\"https:\/\/prg.kz\/document\/?doc_id=36884944\" target=\"_blank\" rel=\"noopener\">Order No. 26 \u00abOn Denial Without the Right to Defend\u00bb in the field of \u00abAviation Engineering\u00bb<\/a>. Public cases specifically involving undeclared AI are expected in the 2025\u20132026 academic year\u2014the updated regulations took effect in January 2025, and enforcement practices are still taking shape.<\/p><p class=\"font-claude-response-body break-words whitespace-normal translation-block\"><strong>For academic advisors<\/strong>: An advisor who signed off on the use of AI that subsequently violated the rules is also held responsible.
