Scopus is an international database: a publication there is recognized worldwide, and for a defense the journal quartile and percentile matter. КОКСНВО is the national МОН РК list: here the journal category (К1, К2, or К3) matters. For a PhD defense, Scopus with a percentile from 35% and КОКСНВО categories К1 and К2 are suitable.
